The JNF is a quasi-governmental organization in Israel that practices racial discrimination in the provision of land and housing. Its charter states that it cannot lease or sell its land to non-Jews. Israel’s Attorney General (2005), the U.S. State Department (2013), the United Nations Committee on Economic, Social and Cultural Rights (1998) have all deemed the JNF to be a racially discriminatory organization. Recent support by the JNF to forcibly expel tens of thousands Bedouins—Israeli citizens– from their homes and villages in the Negev (i.e., the Prawer-Begin Plan) has been condemned by the United Nations, the European Parliament, a coalition of Israeli NGOs, and other human rights organizations.
The JNF’s policies and actions run contrary to the Canadian Human Rights Act, Canada Revenue Agency Policy Statement CPS-021 concerning Registering Charities that Promote Racial Equality. The JNF covers up Israel’s historic injustices and war crimes against the Palestinians by building recreational parks and planting forests over the ruins of depopulated and demolished Palestinian villages. One such example, ‘Canada Park’, was built over the ruins and lands of the depopulated and demolished villages of Yalu, Imwas and Beit Nuba.
Known for their afforestation projects, the JNF planted non-indigenous pine trees on land formerly inhabited by Palestinians. The effect of introducing these foreign trees was immediate: pines make it difficult for any other plant to grow in the now acidified soil, and the ruins of previous villages are covered by pine forests. Palestinians wishing to return to their homes, as stipulated by international law, find they have not only been dispossessed, but that their history and connection with the land has been erased. The JNF is a primary force in the ongoing colonization of Palestine and massive human rights violations of the Palestinian people.
